Heilongjiang United Oil & Chemicals Co., Ltd. (hereinafter referred to as "HUOC") was established in December 1998, with a registered capital of 100 million yuan. Its current registered location is in Tongjiang City, Heilongjiang Province. The company is mainly engaged in the import of crude oil through non-state-owned trade channels, the agency import of refined oil products, international petroleum trade, the sale of natural gas, and the import and export of goods. It has the import business rights for crude oil through non-state-owned trade channels and the import business rights for fuel oil through state-owned trade channels as approved by the Ministry of Commerce. At the same time, it also has the import business rights for border trade of refined oil products, fertilizers, iron ore sand, steel products, rubber, etc.
In June 2004, HUOC was granted the import business rights for fuel oil through state-owned trade channels by the Ministry of Commerce, and in August of the same year, it was granted the import business rights for crude oil through non-state-owned trade channels by the Ministry of Commerce. In January 2011, it was granted the import qualification for iron ore in border trade by the Ministry of Commerce. Currently, HUOC has become the private trading enterprise with the largest crude oil import volume in the country, having imported a cumulative total of over 50 million tons of crude oil.
HUOC is a leading foreign trade enterprise in Heilongjiang Province. It has ranked first among the import and export enterprises in Heilongjiang Province for many years. It has been listed among the top 500 import and export enterprises in the country for eleven consecutive years, with the highest ranking being 48th. It has also been listed among the top 500 private enterprises in the country for eleven consecutive years, with the highest ranking being third.
HUOC has been rated as an enterprise with Class A tax payment credit by the State Taxation Administration for many consecutive years, and its average annual tax payment in Heilongjiang Province is more than 40 million yuan. In order to earnestly fulfill its social responsibilities, during the fight against the COVID-19 pandemic in 2020, HUOC donated 1 million yuan to the anti-pandemic efforts in Heilongjiang Province.
HUOC actively responds to the country's "the Belt and Road Initiative" strategy.
